The Gambling Commission licenses betting exchanges and enforces strict rules on customer funds, advertising and affordability checks. An unlicensed prediction market that accepts UK customers is operating outside that framework, which is why most choose to geoblock instead.
UK exchanges use a back-and-lay model: you either back an outcome or lay it against another customer, and the operator takes commission on net winnings. Prediction markets elsewhere use YES/NO shares priced between 0 and 1, which is economically similar but priced differently.
